This 3 Piece tutorial is written with the assumption that you have working knowledge of PSP.
It was written by Dance In The Rain on 31st August 2014 & is intended for educational purposes only.

Supplies:
Scrap Kit: Roller Doll by Manipulated By Magik found HERE
Tube: Roller Skates by Alex Prihodko found HERE
(You must have a license to use this tube)
Font of Choice - I used Grand Hotel.
Mask for the tag is Mask #6 by Millie's PSP Madness found HERE

♥ Lets get started ♥
For the Drop Shadow on everything except the tube I am using the following settings:
Vertical: 1
Horizontal: 2
Opacity: 100
Blur: 3.00
Color: Black (You can use any color you wish)

Tube & Name Drop Shadow Settings:
Vertical: 3
Horizontal: 3
Opacity: 100
Blur: 3.00
Color: Black

Remember to save everything as you go along in order not to lose it in case of a crash.

DNR means Do Not Resize.
C&P means Copy & Paste.
DS means Drop Shadow.

I am using the following elements frames & Papers:

* Star Lily - Resized to 50%

* Frame 1 - Resized to 110%

♥ We are going to start with the Banner ♥

Open new canvas 851x315 in size & Transparent.

C&P Paper 3 on to the open canvas and resize to 125%.

C&P Glitter Splatter on to your image.
Resize to 200%. Position & Apply Drop Shadow.

C&P City Scape on to your image.
Resize to 150%. Position & Apply Drop Shadow.

C&P Star Lily on to your image.
Resize to 50%. Position & Apply Drop Shadow.

Duplicate Star Lilly - Flip Horizontally - No need to add Extra Drop Shadow.

C&P Soda Bottle on to your image.
Resize to 50%. Position & Apply Drop Shadow.

C&P Teddy Bear on to your image.
Resize to 50%. Position & Apply Drop Shadow.

C&P Skate Board on to your image.
DNR. Position & Apply Drop Shadow.

C&P Flames on to your image.
Resize to 30%. Position & Apply Drop Shadow.

C&P Your Tube on to your image.
DNR. Position & Apply Drop Shadow.

Go to Layers - Merge Visible.

Now go to Selections - Select all.
Selections - Modify - Contract - Number of Pixels is 12.

Back to Layers - New Raster Layer.

Back to Selections - Invert.
Then Bucket Fill with Pink.

Go over to Adjust - Add Noise - Make sure Gaussian is clicked - 75% Noise - Make sure Monochrome is ticked - Then click OK.

Selections - Select None.

Font used for Name: Grand Hotel
Size: 16
Color: Black & Outline in Pink (#ea6096)

♥ Now we are going to do the Avatar ♥

Open a new canvas 175x175 in size & Transparent.

C&P Paper 3 on to your image. No need to Resize.

C&P Sequins on to your image.
DNR. Position & apply Drop Shadow.

C&P Flames on to your image.
Resize to 50%. Position & apply Drop Shadow.

C&P City Scape on to your image.
Resize to 50%. Position & apply Drop Shadow.

C&P Your Tube on to your image.
Resize to 30%. Position & Apply Drop Shadow.

Go to Layers - Merge Visible.

Now go to Selections - Select all.
Selections - Modify - Contract - Number of Pixels is 6.

Back to Layers - New Raster Layer.

Back to Selections - Invert.
Then Bucket Fill with Pink.

Go over to Adjust - Add Noise - Make sure Gaussian is clicked - 75% Noise - Make sure Monochrome is ticked - Then click OK.

Selections - Select None.

Font used for Name: Grand Hotel
Size: 16
Color: Black & Outline in Pink (#ea6096)

♥ Now we are going to do the Tag ♥

Open Paper 12 (DNR)
Open Mask in a different window (DNR)
Click on Paper 12 window and go to Layers, New Layer Group, Click ok.
Click on Layers again & New Mask Layer, From Image.
In the source window click on the Mask Layer. Click ok.

C&P Sparkles on to your image.
Resize to 150%. Position & apply Drop Shadow.

C&P Frame 1 on to your image.
Resize to 110%. Position & apply Drop Shadow.

C&P Star Chain on to your image.
DNR. Position & apply Drop Shadow.

C&P Paper 9 on to your image.
DNR & Erase all that shows outside of the Star Chain.

C&P Beaded String on to your image.
Resize to 125%. Position & apply Drop Shadow.

C&P City Scape on to your image.
DNR. Position & apply Drop Shadow.

C&P Skater Girl on to your image.
Resize to 75%. Position & apply Drop Shadow.

C&P Wire on to your image.
DNR. Position & apply Drop Shadow.

C&P Skate Board on to your image.
DNR. Position & apply Drop Shadow.

C&P Soda Bottle on to your image.
Resize to 75%. Position & apply Drop Shadow.

C&P MP3 Player on to your image.
Resize to 50%. Position & apply Drop Shadow.

C&P Butterfly on to your image.
Resize to 50%. Position & apply Drop Shadow.

C&P your Tube on to your image.
Resize to 50%. Position & apply Drop Shadow.

Size: 20
Color: Black & Outline is Pink (#ea609b)

We are almost done now.
I have also applied a Drop Shadow using the TUBE settings to all the name layers

Save & you're done. Simply & Easy.
